Office for Civil Rights and Title IX Education and Compliance (OCR)

Laura Rugless, Vice President and Title IX Coordinator

OCR is the university’s civil rights compliance office responsible for a broad and complex range of legal requirements related to discrimination, protected-identity harassment, related retaliation, sexual and related misconduct, and accessibility. OCR is comprised of Prevention, Outreach, and Education (POE); Investigation, Support, and Resolution (ISR); ADA and Digital Accessibility; and OVP Business and Compliance Services. OCR supports the campus community in creating and maintaining a safe environment and a culture of respect through educating all campus community members regarding how to prevent, identify, appropriately respond to, and report discrimination, harassment, relationship violence, sexual misconduct, and stalking; conducting impartial, fair, and equitable investigations under MSU’s Relationship Violence, Sexual Misconduct, and Sex/Gender Discrimination Policy (RVSM Policy), Anti-Discrimination Policy (ADP), and Mandatory Reporting for Relationship Violence, Sexual Misconduct, Stalking, and Sex/Gender Discrimination Policy; and connecting people with campus and community resources and facilitating supportive measures including for students under the Pregnancy, Childbirth, and Pregnancy-Related Conditions for Students and Employees Policy. OCR also supports the university’s efforts to create accessible programs, services and activities, and to remove barriers to access as set forth in the Disability and Reasonable Accommodation Policy and the Digital Accessibility Policy.
